FEATURED POSITION - EXECUTIVE COUNSEL
The Port of New Orleans seeks an Executive Counsel to direct all legal transactional and litigation matters for both Port NOLA and its short line railroad subsidiary, the New Orleans Public Belt Railroad Corporation (NOPB). The successful candidate will serve as a key member of Port NOLA’s executive team during an exciting time as the agency navigates robust growth in its four lines of business and undertakes significant capital projects to reinforce the state’s position in the container and cruise markets. In addition to legal skill and management experience, this leadership role requires a strategic mindset, political acumen, and a collaborative approach. The legal department works closely with real estate, engineering, commercial, planning, records and other departments on transactional issues such as real estate leases, public procurement, environmental, other agreements/permits with private industry, agreements with other governmental entities, ordinances, policies, board items, and more. The Executive Counsel also manages outside counsel and consultants as needed. The Executive Counsel reports to the President/CEO.
Experience in the port or transportation industry is preferred with a focus on transactional law and experience in a public agency is highly desirable. Applicants must possess a law degree and an active law license plus ten years’ experience.
Other Preferred Qualifications / Experience:
- Management experience leading agency departments and/or private sector departments/groups
- Governmental operations (open meetings laws, public records request, etc.)
- Claims litigation management with in house and external attorneys
- Louisiana labor law, Louisiana State Civil Service Rules & Regulations and/or union experience
- Understanding of Federal Maritime Commission (FMC) regulations and Federal Employers Liability Act (FELA)
- Governmental bond issuance
- Legislative analysis
